Procedure for Panamanian crew license application:
1. Following documents to be provided: seven (7) photos of passport size/electronic copy; copy of Seafarer’s Passport, COC (page 3-8); copy of Seaman Record Book (page 1-3 and service record pages); copy of Professional Training Certificates; copy of Medical Fitness Certificate. Overseas seafarers need to provide their tourist passport.
2. We will issue the provisional crew licenses (COE) directly (valid for 3 months);
3. Full term crew licenses will be issued by Panamanian state authority after verification of all the relevant documents.

Notes:
* Please check if the applicant is already a certificate holder to avoid economic loss.
* COC is not required for wiper, OS, electrician, fitter, carpenter, cook and steward, who are not watch-keeper. Both deck and engine cadet require CoC or diploma (require translation).
* Two (2) sets of photograph will be needed if a seaman applies for COE and GMDSS certificate or SSO at the same time. Please state clearly in the email.
* The requirement in service experience for ratings is as follows: minimum 6 months for A.B.; minimum 11months for Boatswain; minimum 6 months for Oiler; minimum 11 months for motorman. No minimum experience requirement for officers. If the experience shown on a new record book is not sufficient, please provide the old record book; if the records (rank/ship name) are not in English, translation will be required.
* The rank of the applicant should be indicated in particular and the application for crew licenses should be in conformance with the Minimum Safe Manning Certificate.
* If the date of issuance of Basic Safety Training of ratings has exceeded 5 years, countersigning shall be required.
* The copies should be clear and better in color; volume of documents should be kept within 3MB for each applicant.
